PROBLEM TO BE SOLVED: To provide a water absorbing material which is produced by using a residue of fruit and vegetables as a raw material and has absorptivity for even salt water and biodegradability and to provide a method for producing the water absorbing material directly from the residue of fruit and vegetables. SOLUTION: The water absorbing material is obtained by carboxy-alkylating and cross-linking the residue of fruit and vegetables. The method for producing the water absorbing material comprises a step of: reacting the residue of fruit and vegetables with metal oxide, halogenated alkylcarboxylic acid (or its alkali metal salt) and a cross-linking agent to carboxy-alkylate and cross-link the residue of fruit and vegetables.
