PROBLEM TO BE SOLVED: To provide a manufacturing method and a manufacturing device for a chemical hot pack. SOLUTION: This method for manufacturing a chemical hot pack includes a mixing process for mixing carbonizate of salt-containing organic matter and metal powder with water, and a process of packing obtained mix. The manufacturing device for a chemical hot pack is provided with a plurality of material feeding devices for feeding respective materials for heat generating mix, a material mixing machine for mixing the materials fed from the material feeding devices, and a packing device for packing the heat generating mix obtained by the material mixing machine.
