PROBLEM TO BE SOLVED: To develop a coated powder for a cosmetic, which is excellent in adhesion to the skin and hair, and to provide a cosmetic which comprises the coated powder and is excellent in adhesion to the skin and hair. SOLUTION: The surface of particles of the powder is coated with proline, hydroxyproline, an N-acylated derivative thereof or a mixture thereof (including that in the form of a salt).
