A vortex flow type water surface control device of a drainage system capable of solving a problem in the rain water discharge chamber of a conventional combined sewerage wherein floating impurities flowing thereinto do not flow into an intercepting pipe in rainy weather but flows into a public water area which becomes one of the causes of the deterioration of water quality in the public water area. In the water surface control device, a control plate (6) positioned at least higher than a diversion weir (1) is installed between the opening of an inflow pipe (2) and the opening of the intercepting pipe (3) in the rain water discharge chamber of the combined sewerage. Also, a guide wall (7) positioned at least higher than the diversion weir (1) is installed between the opening of the inflow pipe (2) and the diversion weir (1) along the diversion weir.
