PROBLEM TO BE SOLVED: To enable obtainment of an input voltage by an arbitrary magnification and to reduce a circuit scale. SOLUTION: A first power switch S11, j connects capacitors C1-CN in series. A second power switch S12, 2 grounds its one terminal when the capacitors are connected in parallel. A third power switch S13, j forms its parallel circuit when the charge of the capacitor is averaged. A fourth power switch S41, 1 is connected to the capacitor of an arbitrary position, and connected to the input voltage or an output circuit. The capacitors of the arbitrary position or an arbitrary number are connected in series, and the output stepped down or stepped up is taken out to the capacitor of the arbitrary position or in a series direction.
