PROBLEM TO BE SOLVED: To provide a test data generation apparatus capable of generating test data approximated with the actual distribution of personal data while preventing an individual from being specified, by defining a part of data with which the individual can be specified, as a conversion target. SOLUTION: A central information processing unit 110 comprising a test data generation apparatus 100 generates a conversion rule definition file defining conversion rules using a conversion rule definition processing section 111, stores the conversion rule definition file in a conversion rule storage means 120, generates test data by performing data conversion processing based on the conversion rules upon personal data stored in a personal data storage means 130 using a personal data conversion processing section 112, and stores the test data in a conversion result storage means 150.
