PROBLEM TO BE SOLVED: To provide an image processing apparatus to improve the efficiency of accumulation while securing an edit behavior to image data by utilizing various compression/decoding methods to the image data, applying two or more compression methods alternatively or in combination. SOLUTION: This image processing apparatus has the first compression part 1002 to compress an image to the first compression data by the block, the first code conversion part 1008 to convert the first compression data to the second compression data, the second code conversion part 1010 to convert the second compression data to the third compression data, and a decoding part 1005 to decode the third compression data. At this point, the second compression data has coding length equivalent to or different from the first compression data by the block.
