PROBLEM TO BE SOLVED: To optimize a processing related to communication handover, occurring at moving of a mobile communication terminal. SOLUTION: A handover-optimizing means 6 receives the route to a destination, the present moving speed of a communication terminal 10, road traffic information, etc. such as congestion information from a navigation system 1; computes the predictive road pass information of points on the route and the pass times corresponding to the points; acquires the field intensity of received radio waves from each receivable radio base station on the route and mode setting information for setting optimum conditions of the handover from a mode setting information storing means 8; computes information concerning the handover points to determine at which point the handover is to be done and to which radio base station the terminal is to be newly connected, based on the acquired information; and instructs a handover control means 7 to execute the handover, when the communication terminal arrives at the handover point.
