<P>PROBLEM TO BE SOLVED: To provide a device (system) for realizing a form for assisting a person (user) whose action is detected. <P>SOLUTION: A mobile terminal 108 detects the date and time, a place, barometric pressure and air temperature, and the like as environmental data representing situations where it is located, and transmits them to a mobile terminal control PC 101. The mobile terminal control PC 101 compares the environmental data with a preset reporting condition, and transmits a message set in response to the reporting condition to the mobile terminal 108 having transmitted the environmental data. Then, the mobile terminal control PC also transmits information representing that effect to other communication apparatuses according to a set content.
