<P>PROBLEM TO BE SOLVED: To perform high-grade image display by exactly controlling the deviation in the timing of sampling of a video signal in a display panel device. <P>SOLUTION: The rear stage of a shift register group is provided with a dummy shift register 8 of the same configuration as that of shift registers. The dummy sampling signal Spy outputted from the dummy shift register 8 is fed back to a timing control system 1 and simultaneously the delay of the phase corresponding to the amount of delay of the phase in the input and output of a level conversion means 3 and the shift register 4 is performed by a delay means 9 of the post stage, and the outputted delay sampling signal DLSpy is fed back to the timing control system 1.
