PROBLEM TO BE SOLVED: To obtain a security management system which prevents the reading of data or the like stored in a hard disk or the like of a PC even if the PC connected to a LAN is stolen. SOLUTION: If the existence of a management server 4 on a LAN3 is confirmed by an existence confirmation part 14, the continuation of startup processing by a startup processing part 11 is permitted.
