PROBLEM TO BE SOLVED: To obtain a makeup composition solid at a room temperature, having good spreadability, while giving a highly moisturizing effect to the skin, and capable of leaving refreshing and light feelings on the skin. SOLUTION: This emulsified makeup composition of water-in-oil type contains a volatile silicone oil in an amount of 30-40 wt.%, a nonvolatile oil in an amount of 0.5-8 wt.%, a solid wax in an amount of 2-4 wt.%, a lipophilic surfactant having an HLB value of less than 8% in an amount of 1-5 wt.%, a hydrophobically treated pigment in an amount of 25-35 wt.%, water in such an amount that the volatile silicone oil and the water are made to be contained in an amount of at least 50 wt.% in total, a humectant in an amount of 2-7 wt.%, and a skin treating agent containing at least 0.1% of niacinamide in an amount of 0.1-10 wt.%.
