PROBLEM TO BE SOLVED: To provide a machine and a method for producing plastic optical fibers, slight in fiber outer diameter variation over a wide airflow velocity range and seldom causing the difference of the fiber outer diameter variation among the fibers. SOLUTION: The machine for producing the plastic optical fibers comprises a spinneret 1 having one or more spinning holes through which a molten resin is extruded in strands, a thermal insulation chimney 2 adjoining the spinneret 1, a blocking plate 3 provided on the end of the chimney 2 situated at the opposite side to the spinneret 1, and a cooling unit 4 of multi-tiered structure provided in proximity to the end of the chimney 2. The method for producing the optical plastic fibers comprises the step of extruding the molten resin in strands via the spinning hole(s) of the spinneret 1, the step of passing the spun fibers through the thermal insulation chimney 2 having the blocking plate 3 mentioned above, and the step of cooling the molten spun fibers by the cooling unit 4 mentioned above.
