In a process to make tobacco smoke filters the loose filter material is discharged (19) progressively from a hopper (10) onto a conveyer belt, forming a continual loose layer (13). The loose layer is discharged into a filter rod rotary press (14), from which the filter rods are released. The rotary press drums rotate about axes that are transverse to the direction (23) of conveyer belt feed. Also claimed is a commensurate assembly.
