SOLUTION: In the cleaning device 10 equipped with a toner removing roller 11 removing and recovering toner remaining on the surface of a latent image carrier and a toner scraping member 13 scraping and removing the toner on the roller 11 while coming press-contact with the roller 11, the press-contact force of the member 13 with the roller 11 is changed in accordance with the adhesive amount distribution of the toner remaining on the surface of the latent image carrier.
