PROBLEM TO BE SOLVED: To enable manufacturing continuously an optical recording medium even during stop for maintenance or the like of a film forming device. SOLUTION: This manufacturing device of a recording medium 10 is constituted of a forming device 14, a first substrate storage device 16, a forming device 18, a second substrate storage device 20, an applying device 22, and a ultraviolet rays irradiating device 24 being arranged in this order. And a first stage substrate 12A formed continuously in the forming device 14 is stored in the first substrate storage device 16 during stop of the forming device 18, also a second stage substrate 12B stored in the second substrate storage device 20 is supplied to the applying device 22 during stop of the forming device 18.
