PROBLEM TO BE SOLVED: To make it possible to execute step-cut opening which allows the position of the opened end of the front surface part 1 and the rear surface part 2 to be shifted after opening an envelope by simply forming a short cut-out, in a packaging bag which is ripped apart, via a notch 4, from the opening start side edge part having the notch 4 in a peripheral edge heat seal part 3 for connecting a front surface part 1 and a rear surface part 2 opposed to each other. SOLUTION: The cut-out 5 for a step-cut guide, which crosses the extension 6 extending from the notch 4 to the ripping direction with its one end located inside the intersection 7 with the extension 6 and shifted from the extension 6, is formed at a position adjacent to the inside of the peripheral edge heat seal part 3 and opposing the notch 4 of the front surface part 1 and the rear surface part 2.
