PROBLEM TO BE SOLVED: To provide a developing device capable of improving reliability of development by preventing a toner from deteriorating, i.e. breaking or fusing to stick on a blade. SOLUTION: A toner restriction blade is provided with an electron emission part having an opening 151, which is electrocasted so that the internal surface becomes a convex curved surface such that an opening spreads toward a side irradiated with ultraviolet rays as shown by a shape A. A photoelectric surface 152 is laminated on the electron emission part including the opening 151. The electron emission part is irradiated with ultraviolet rays and photoelectrons emitted from the photoelectric surface 152 are guided to the toner through the opening to enable the opening 151 in the shape A to guide more electrons than other shapes B to E to the toner, thereby efficiently electrostatically charging the toner.
