<p><P>PROBLEM TO BE SOLVED: To reduce a line memory and line delay while a compression rate is secured in discrete wavelet transformation (DWT) for compressing picture data. <P>SOLUTION: In lateral DWT 11 which frequency-divides picture data 2 of a television size in a lateral direction and vertical DWT12 which frequency-divides it in a vertical direction, they are arranged laterally, vertically, laterally, vertically, laterally, laterally and laterally. Vertical DWT12 are required for two stages and the line memory 14 can be reduced.
