PROBLEM TO BE SOLVED: To make an instruction from a controlling means reach quickly to a necessary function block in the case of a control structure having a plurality of control means. SOLUTION: In controlling a system having a system control means 10 for generally controlling the entire system and a function control means 20 for generally controlling processing of at least one or more functions, when an instruction to execute a particular function is issued from the system control means 10, the instruction reaches a given layer prepared in a lower layer of the function control means 20, then a control instruction is transmitted to the function block which allows the given layer to execute the specific function directly is transmitted to the function block, besides the instruction for executing functions other than the specific function that the function control means 20 generally controls the processing is transmitted to a layer higher than the given layer of the function control means 20 and the control instruction is issued by the upper layer.
