PROBLEM TO BE SOLVED: To provide a paving material and a road paving method using it that can realize simple and low-cost road paving. SOLUTION: Cement and a surfactant are added to and mixed under water supply with aggregate 2 of fine-grained soil to form the paving material 3. In the paving material 3, surface activity by the surfactant, which deposits the cement over surfaces of the aggregate 2 thinly and maximally evenly, can ensure appropriate strength performance by a small cement usage to reconcile cost reduction by the reduced cement usage and maintenance of strength performance of a paved road surface. For road paving, the paving material 3 is laid and graded on a roadbed 1 and roller-compacted to form a roller-compacted surface 5, which is cured into a paved road surface 6. The road surface can combine strength performance and durability, and when disused, can be crushed to allow the paving material 3 to be recycled as grained soil and reused as the aggregate 2.
