PROBLEM TO BE SOLVED: To manufacture a cylindrical body for an electrophotographic device in a short time at low cost by performing working performed by several kinds of different working devices in the conventional manner by one working device. SOLUTION: A surface working device for a cylindrical base substance for an electrophotographic device being a working device for working the surface of a cylindrical body or a columnar body is equipped with the grinding wheel and the regulating wheel of a center-less grinding device, has a roller or a roller unit having a varnishing function instead of a blade, and can simultaneously perform center-less grinding and varnishing working.
