PROBLEM TO BE SOLVED: To give advantageous stirring/mixing treatment to a ground containing a relatively hard bed. SOLUTION: When stirring/mixing treatment is given to the ground 1 as illustrated in a penetration discharge system, twice penetration of a rotating shaft is applied to an upper hard bed 2 which is relatively so hard as to make the penetration speed of the rotating shaft slower or inconstant. At the first time, drilling and stirring of ground soil is only carried out instead of discharge of a solidifying material, and at the second time, discharge and stirring/mixing of the solidifying material is carried out. Once penetration of the rotating shaft is applied to a lower soft bed 3 as usual, and at this time, discharge and stirring/mixing is carried out.
