A substrate comprising a paper layer (18) and at least one biodegradable polymer layer extruded thereon is provided (20 or 22). The paper layer may have multiple polymer layers extruded on one side, or both (20 or 22). Additives appropriate for the particular use of the substrate may be added to one or more of the polymer layers.
