PROBLEM TO BE SOLVED: To provide a managing system and a managing method for a power- storing secondary battery which can be diffused and spread, by managing the power-storing secondary battery smoothly. SOLUTION: A secondary battery system 5 is fitted with a power-storing secondary battery 11, a characteristic measuring apparatus 15 for measuring the characteristic of the secondary battery 11, an arithmetic processing unit 18 for judging whether or not the battery characteristic measured by the measuring apparatus 15 is abnormal, a communicating means 19 for transmitting abnormality to a remote supervisor when the battery characteristic is judged to be abnormal, and a controller 14 which controls the operation of the secondary battery 11 according to the judgment by the processing unit 18 or judgment transmitted from the remote supervisor 1. Consequently, it is possible to manage whether or not the power-storing secondary battery is abnormal easily, while storing power in the nighttime and using power in the daytime.
