PROBLEM TO BE SOLVED: To provide a system which is capable of designating the format of the encoded data to transmit or receive and carrying out parallel decoding. SOLUTION: Format information which can be encoded by a data transmitting end is sent to a data receiving device from a data transmitting device, the data receiving device outputs a request to send data whose format is designated on the basis of a decoding format that can be carried out by the receiving device, and the encoded data conforming to the designated format on the basis of the request to send data are sent to the receiving device. Resultantly, even if either a hardware resource or a software resource is carrying out a decoding operation, a request to send data can be made, designating a format that carries out decoding by the use of the other resource, and an efficient data receiving/ decoding operation of executing the functions of both a software and a hardware in parallel can be realized.
