PURPOSE: A state control method is provided to achieve improved quality of communication service, while performing state control and utilization of radio channel source in an efficient manner. CONSTITUTION: A state control method comprises the first step of adding an access stand-by state for controlling shift from a control hold state, a suspended state and a dormant state to an active state; the second step of shifting from the control hold state, suspended state and the dormant state to the access stand-by state which is added in the first step, when each user tries to shift to the active state; the third step of determining priority for the shift to the active state for each user, by using three parameters including stand-by time after trial of shift to active state, failure frequency of trial of shift to active state and frequency of shift to dormant state after trial of shift to active state; and the fourth step of shifting to the active state from the access stand-by state in accordance with the priority determined in the third step.
