PROBLEM TO BE SOLVED: To provide an electrode foil for an electrolytic capacitor excellent in shelf characteristic, its manufacturing method and an electrolytic capacitor using the electrode foil. SOLUTION: On this electrode foil for an electrolytic capacitor, aggregate wherein phosphoric acid ions are bonded to water-soluble metal complexes is stuck. Consequently, the quantity of phosphoric acid ions in electrolytic solution can be maintained adequately for a long time, and shelf characteristic of an electrolytic capacitor using the electrode foil is improved by restraining deterioration of the electrode foil after left on shelf, as it is.
