PURPOSE: A method and apparatus for changing frame rate by fields for deinterlacing output are provided to mitigate unnaturalness of a motion and vary the frame rate with a small number of memories. CONSTITUTION: An apparatus for changing frame rate by fields for deinterlacing output includes a field memory(120) for sequentially writing input signals, an input processor(100) for outputting the state of the field memory, and a memory read unit(140) for determining a read area where a write pointer and a read pointer do not collide with each other to perform reading operation by fields. The memory read unit changes the frame rate by repeating and skipping fields when it is judged that the read pointer and the write pointer collide with each other before a new field is read.
