PROBLEM TO BE SOLVED: To manufacture a high and low pressure integrated steam turbine having large output in one turbine casing, and having a large output coverage of a single unit and high reliability. SOLUTION: This high and low pressure integrated steam turbine has a high temperature and high pressure part for steam, a medium pressure part for inflow of steam which becomes high temperature and medium pressure by reheating the steam emitted from the high temperature and high pressure part, and a low pressure part for inflow of steam which becomes low pressure through the medium pressure part. This turbine is provided with a low alloy steel-made rotor shaft integrally formed by the same composition from the high temperature high pressure part of the low pressure part, and a final stage blade having the length of a blade part planted in the low pressure part 101.6 cm or more to the rotating speed of 3,000 rpm of the rotor shaft or 85.09 cm or more to the rotating speed of 3,600 rpm, and characterized in that the temperature at a steam inlet to the high temperature and high pressure part initial stage blade is 530 deg.C.
