PURPOSE: An apparatus is provided to reduce cost and save space by using elastic material, while permitting retreat movement of spring system to be matched to an internal pressure. CONSTITUTION: An apparatus for cutting out a section(6) from an inner wall of a hollow component member(7) during manufacture of the component, includes at least one punch(8) serving as a cutter(4). The punch having an end portion(13) for escaping from the component is positioned onto an elastic member, and the other end(11) of the punch is arranged at the inner wall of the component corresponding to the section. The elastic member constitutes counter pressure against internal pressure as it increases inside the component member, and deforms elastically when the internal pressure of the component exceeds the maximum pressure level, thus permitting the punch to perform a retreat movement.
