PROBLEM TO BE SOLVED: To provide a scene characteristic detection type moving picture coder that can reduce deterioration in image quality on the occurrence of a scene change point as much as possible. SOLUTION: A time space area filter 4 updates a filter characteristic (that is, a filter coefficient) on the basis of scene attribute information (a) outputted from a scene change point detection section 3a and coding difficulty information (b) outputted from a coding difficulty estimate section 3b. When the coding difficulty is high through this updating, a high frequency component of an image signal can be reduced. A rate control section 5 decides an object code quantity on the basis of the scene attribute information (a) and the coding difficulty information (b). The object code quantity of the image signals within a prescribed distance from the scene change point is weighted by a weight coefficient Wsc (>1.0) depending on the coding difficulty. As a result, the code assigned quantity with respect to the image signals is increased to suppress deterioration in the image quality at the scene change point.
