PROBLEM TO BE SOLVED: To provide an exhaust recirculation control device for an internal combustion engine enabling both of preventing the collision between a valve element and a valve seat caused by vibration of the valve element in an exhaust recirculation control valve, and improving the emission performance of the internal combustion engine at high-grade. SOLUTION: A control computer 41 calculates a target opening on the basis of an operating state of an internal combustion engine 101, and controls an exhaust recirculation control valve 12 at the target opening. The control computer 41 calculates a collision opening area where vibration is produced on the valve element 27 of the exhaust recirculation control valve 12 and the valve element 27 intermittently collides with the valve seat 28 due to the vibration and corrects the target opening to fully closing when the target opening is within the collision opening area.
