PROBLEM TO BE SOLVED: To provide a method and a device superior in durability by contriving construction period shortness and maintaining strength for a long period in the construction of a tunnel structure whose entire length is shorter than a normal tunnel. SOLUTION: In the method and device for constructing the tunnel structure 38 by concrete placing by using a form 14, after a number of buried form bodies 22 are successively provided on the outer periphery, a reinforcing material 20 is provided on the inside of the buried form body 22, the form 14 is provided on the inner periphery of the reinforcing material 20, concrete 12 is placed between the form 14 and the buried form 22 to be cured and hardened, and the buried form body 22 is provided on the outer periphery to construct the tunnel structure 38 by releasing the form 14.
