PROBLEM TO BE SOLVED: To provide a sound and heat insulating panel constituting the wall, floor or ceiling of a house and having a sufficient heat insulating property and sound insulation and reduction characteristics. SOLUTION: The panel is provided with a heat insulator 12 inside a frame 11 forming an overall outer shape to constitute the floor or wall of a wooden house 100. A parting plate 13 for parting the panel into an inner section 10a and an outer section 10b is positioned at approximately the center of the inside of the frame 11. The heat insulator 12 made from an foamable synthetic resin is provided in the inner section 10a and a sound insulator 14 constructed of a honeycomb structure is provided in the outer section 10b without projecting from the frame 11.
