PROBLEM TO BE SOLVED: To construct a system without using plural encoding parts and decoding parts when monitoring picture from plural cameras by one monitor is requested. SOLUTION: In the remote picture monitor system, pictures taken in by plural cameras 111 to 114 are made into one picture by a multiplexing part 120 before transmission and picture made into one picture are encoded as one picture data by an encoding part 130 and are transmitted. As a result, plural encoding parts and decoding parts are made unnecessary, and plural positions are simultaneously monitored by a single monitor system.
