ADAPTABLE CONTROLLING METHOD AND APPARATUS FOR COMPRESS DIGITAL VIDEO

PURPOSE: An adaptable controlling method and apparatus for compress digital video is provided to control a rate by choosing a bit stream coded selectively about each video segment and choosing a bit stream encoded which generates the nearest bit rate about a known bit target. CONSTITUTION: Each segment of video input is quantized by quantizers unit(20a-20c) to generate multiple quantum segments. The quantized segment is variable rated encoded by a variable length encoder(22a-22c) based on a quantized index. A measuring rate unit(30) measures a data rate required to transmit the selected encoding bit stream, and then a comparator compares the measured data with the known target bits. The encoded bit stream having a rate closest to the target bit rate is provided to a rate buffer(34) in preparation for transmission. After data segment is processed a system and method updates a parameter for a next data segment. A target bit rate update element(38)is determined by the state of a rate buffer, and a quantized index update element(36) generates the new quantized index for processing a next segment data.
