PROBLEM TO BE SOLVED: To realize an AC developing method in which an image does not have a background in substance. SOLUTION: The image forming device, in which an electrostatic image formed on a moving image forming belt is developed by AC development, is used. When the image forming belt moves at the speed of Vp mm/s, cleaning potential is Vc1 volt and AC bias frequency is f kHz, a function Z satisfies the condition of an expression. Thus, the image which is not accompanied with background development in substance is obtained.
