PROBLEM TO BE SOLVED: To surely grasp load conditions of a mill and perform a stable operation without extracting part of used coal. SOLUTION: A controller 17 for obtaining mill differential pressure standard deviations 11 of mill differential pressures 6 and mill differential pressure reference values 10 based on mill coal supply amounts 8 for individual mills in operation and obtaining a mean mill differential pressure reference standard deviation 14 by dividing the sum 12 of the mill differential pressure standard deviations 11 by the number of operated mills 13 and obtain a mill load evaluation value 16 on the basis the mean mill differential pressure standard deviation 14 and a mean coal supply amount 15 by a mill master is provided.
