PROBLEM TO BE SOLVED: To prevent the wrong operation of the relative phase hold operation of an inner rotor and outer roller by a lock pin. SOLUTION: The passage 35 for communicating the passage 23 for having operating oil supplied to and discharged from a receive hole 22 with a room R2 for lag and also for always communicating an evacuate hole 33 with one room R1a for advance, and the passage 34 for communicating the evacuate hole with one first fluid passage 24a for having the operating oil supplied to and discharged from one room R1a for advance in which the evacuate hole side opening is blocked at the other end of the lock pin, when a lock pin 80 is moved against the spring energizing force, are provided. The relative phase between the inner rotor 20 and outer rotor 30 intercepts the communication between one first fluid passage 24a and one room R1a for advance from a prescribed phase to a prescribed angle change.
