PROBLEM TO BE SOLVED: To minimize an error in the winding length of a matter to be wound around a wind-up shaft with a simple constitution without employing any special constant amount feeding mechanism. SOLUTION: A winder winds sequentially a matter 14 to be wound based on a reference winding length. The winder is provided with a winding shaft 16 for winding the matter 14 to be wound up and a driving means for rotating the winding shaft 16 by a given amount. The driving means rotates the winding shaft 16 by a given amount so that the matter 14 to be wound of a reference winding length is wound at a diametral position corresponding to the almost half of the maximum wind-up thickness of the matter 14 to be wound under a condition that the matter 14 to be wound is wound maximally around the winding shaft 16. An error in a winding length is specified so as to be the degree of one half compared with a case wherein the matter 14 is wound with the reference winding length from the starting of the winding.
