PROBLEM TO BE SOLVED: To facilitate the reuse of thermal decomposition gas by minimizing concentration of hydrogen chloride in thermal decomposition gas without having a significant effect on the extent of thermal decomposition as a whole. SOLUTION: A thermal decomposition gas recovery line 22 is branched from a thermal decomposition gas line 26 for taking out thermal decomposition gas 9a from an external heating kiln 1 provided with a hot air generation furnace 13 for supplying hot temperature gas 14. A hydrogen chloride densitometer 28 is provided for a line 15 passing the hot temperature gas 14. A controller 30 compares a measurement of the densitometer 28 with a set value and delivers a command for controlling rotation of the kiln 1 to an r.p.m. regulator 29.
