PROBLEM TO BE SOLVED: To smoothly conduct service to a client by distributing the processings of a video file distribution request received from a client by a control server so as to prevent suspension of the video file distribution service. SOLUTION: A plurality of video servers 10, 11 that distribute video filters, a plurality of clients 30 that receive the distributed video files and reproduce them, and a plurality of control servers 20, 21 that determine a video server acting like a distribution source based on a video file distribution request from the clients 30 are connected by a network 4 in this system. Then each client 30 stores a control server table applying priority-placing to the control servers 20, 21 to determine the control server that transmits a distribution request based on the table.
