The appts. has an absorbent and electrically insulating substrate (1) of e.g. porous paper or textile material with contacts (4,5) on two opposite surfaces (2,3) in the form of e.g. perforated vapour-deposited or printed metal, graphite or active C coatings. The contacts are connected by lines (6,7) to a DC source (9) and measuring instrument (8). With sufficiently close spacing of the contacts, a small droplet (10) of liq. permeating the substrate can be detected from its effect on the intercontact conductance, or (for a dielectric liq., using an AC voltage source) the intercontact capacitance, e.g. of wound type.
