摘要 <p>PROBLEM TO BE SOLVED: To surely prevent the overflow and underflow of a buffer memory and efficiently use transmission channels by controlling the generation quantity of data encoded to the quantization step size of quantization activity that can generate predicted bit generation quantity. SOLUTION: A bit generation quantity predictor 161 of a quantization control part 16 predicts a desired bit generation quantity X from a current frame by using the degree B of fullness of the buffer memory and a channel transmission rate R which are inputted. The predicted bit generation quantity X is inputted to a quantization step size selector 162. The quantization step size selector 162 selects the quantization step size Q which can generate the predicted bit generation quantity X from the current frame by using the quantization activity (ACTk 1<=k<=K) calculated by a quantization activity calculation part. Then the generation quantity of data encoded to the quantization step size of the quantization activity that can generate the predicted bit generation quantity is controlled.</p>
