PROBLEM TO BE SOLVED: To reduce in size a horizontal rotary drum as a thermal decomposition reactor by disposing the drum so as to extremely reduce an oblique angle of the drum, and accelerating its rotating speed. SOLUTION: The thermal decomposition reactor 2 is constituted by a horizontal rotary drum and disposed so that its axial center CL has an oblique angleθof 0.1 to less than 1.5 deg. with respect to a horizontal axis CL'. Waste (a) is supplied by a screw feeder 1 to a shell 21, and further heated air (b) is supplied into a heat transfer tube 20. The waste (a) supplied into the shell 21 is scraped up by the tube by means of rotation of the shell 21, and being transferred to an exhaust unit 7 side at the angleθwhile being agitated. In this step, the waste is heated with the air (b), and thermally decomposed to dry distillation gas and thermal decomposition residue. The shell 21 is rotated in a range of 0.5 to 15rpm by a motor. Thus, since a retention time of the waste is held, thermal decomposition performance is improved to reduce in size the reactor.
