PROBLEM TO BE SOLVED: To attain economical and efficient data communication by sending/ receiving a specific protocol through D-channel packet exchange and data through B-channel exchange in the case of connecting LANs via an ISDN with routers. SOLUTION: In the case that a packet from a LAN is subjected to routing processing by a routing processing section 110 and the packet is sent to an ISDN 21, a protocol selection section 120 checks whether or not the packet is a packet with a protocol set by the user in advance and starts a D-channel call control section 140 and a D-channel packet processing section 150 in advance when the packet has the protocol type to conduct routers opposite to each other via the ISDN by means of D-channel packet exchange and starts the D-channel call control section 140 and a B-channel speed matching section 160 by means of B-channel exchange.
