<p>PROBLEM TO BE SOLVED: To improve the image quality of video signals by encoding the video signals by using a video division technique for hierarchically dividing the chrominance level and luminance level of picture elements included in the video signals. SOLUTION: Present chrominance video images taken out from a frame memory 10 by a chrominance take-out circuit 21 are supplied to a chrominance division circuit 22 and the circuit 22 supplies the contour information of a divided present chrominance area to a motion prediction device 30 and texture information to the frame memory 40. The memory 40 delays input information for one frame and supplies it to the prediction device 30. A luminance take-out circuit 51 takes out luminance data from the memory 10 corresponding to search region information from the prediction device 30 and supplies a divided luminance area to a luminance division circuit 52. The circuit 52 sends the contour information and the texture information for a subdivided luminance region to a video signal encoder 60 and the encoder 60 encodes the contour information, motion information and difference information for the search area from the prediction device 30 and the input information from the circuit 52 and sends them out to a transmission line.</p> |
