CONSTITUTION:A motion vector detection part 2 extracts a motion vector MV matching the scanning conversion processing of motion compensation in a decoding part in accordance with picture information PI. Namely, the motion vectors V0, V1 and V2 are extracted in inter-frame encoding as shown in scanning line interpolation in the interlacing scanning of the picture signal. In the non-interlacing scanning of the picture signal, the motion vector shown in scanning line interpolation is extracted. VLC parts 7 and 14 execute a prescribed variable length encoding processing on a coefficient quantization signal series S5 and the motion vector MV, and generate an encoding picture data series S11 and an encoding motion vector series 512. Then, an encoding bit stream signal PCD is generated through the series S12, the encoding data series S13 and a buffer part 16.</p>
