PURPOSE: To provide a preparation method of a highly dispersed hydrogenation catalyst which is a micro-emulsion containing a salt of a transition metal as a catalyst precursor which can form fine catalyst particles under the violent reduction condition encountered during hydrogenation reaction. CONSTITUTION: An aqueous solution containing a salt of a transition metal and a surfactant is formed. The so-formed aqueous solution is added to a heated petroleum pitch or a heated mixture of petroleum pitch and petroleum distillate. Then by vigorously stirring the obtained solution, a highly stable, water in oil type micro-emulsion containing catalyst particles having an average particle diameter of about 1,500Åor less, which upon exposure to a vigorous reduction condition produces catalyst particles having an average particle diameter of 500Åor less is formed.
